Users and access

Review registered Firebase users and grant or remove administrator access. Role changes affect protected control-panel pages and APIs after the user refreshes their sign-in token.

Permanent administrator: maxim@vasilkoff.com is enforced by the backend and cannot be downgraded. All other administrator roles are editable.
